The House of Representatives shall be composed of members chosen every second year by the registered users of the United Chronicles Territories websites.
No person shall be a Representative who shall not have attained to the age of sixteen years and been seven months a registered user of the website of the territory they represent and who shall, when elected (and during their time of service), be an inhabitant of that territory for which chosen. The number of Representatives shall not exceed one for every thirty thousand registered users. However, each territory shall have at least one Representative. Until the first election is held, every territory will have one representative appointed by the President/Publisher of the territory. Said appointment shall occur within seven days of being granted a License to Publish by the licensing body of the United Chronicles Territories.
When vacancies happen in the Representation of any territory, the licensed Publisher of the territory shall issue writs of election to fill such vacancies.

The yeas and nays of the members of either House on any question shall, at the desire of one fifth of those present, be entered on the journal.
Neither House, during the session of the United Chronicles Territories’ Congress, shall, without the consent of the other, adjourn for more than three days.
